BFJ has a multi-disciplinary staff that includes urban and transportation planners, and urban designers. Following are brief profiles of BFJ's principals, senior associates, and associates:

Paul Buckhurst, ARIBA, trained as an architect before obtaining degrees in planning and urban design. With more than 40 years of experience, he directs BFJ's work in urban design and master planning. Mr. Buckhurst successfully has planned new towns and communities throughout Europe, the United States, and Asia. He has recently completed projects in China, Kazakhstan, and Vietnam, including the Hanoi Capital Master Plan.

Mr. Buckhurst has taught at Columbia University, Pratt Institute and at New York University. He was on the faculty at the Woodrow Wilson School at Princeton University from 1984 to 2005. He is an Associate Member of the Royal Institute of British Architects.

Frank Fish, FAICP, is a planner with more than 30 years experience who oversees the firm’s work in planning, environmental analysis, and real estate consulting. The focus of his practice has been on comprehensive planning, development advisory services, land use controls, zoning approvals and implementation techniques, and neighborhood and real estate feasibility studies. He has extensive experience in both public and private sector planning work and has represented more than 30 municipalities throughout the Northeast, as well as numerous private sector clients. Recently, Mr. Fish lead the firm’s effort to complete the Rockland County’s Comprehensive Development Plan and to update Nassau County’s Comprehensive Master Plan.

Mr. Fish has served on the American Institute of Certified Planners (AICP) Commission and is the recipient of the New York Metropolitan Chapter’s Andrew Haswell Green Award for outstanding contributions to the profession. He has been an adjunct faculty member of the graduate planning programs at both Pratt Institute and New York University. Currently, Mr. Fish serves as a member of the board of directors of the New York Planning Federation.

Georges Jacquemart, PE, AICP, has worked for more than 35 years in the field of traffic engineering and transportation planning and directs BFJ’s transportation work. Mr. Jacquemart has extensive experience in managing and undertaking traffic impact and engineering studies for residential, institutional, industrial, commercial, and recreational developments, as well as highway projects. He has overseen numerous studies related to transit planning, parking, and bicycle and pedestrian circulation. Mr. Jacquemart is as recognized expert on the relationships between the built environment and transportation. He has the ability to translate land-use policies and strategies, such as TOD and smart growth, into transportation behavior and impact.

In addition, Mr. Jacquemart is a licensed engineer in several states and has worked throughout North America, as well as in South America, Africa, and Asia.

 

Melissa Kaplan-Macey, AICP, PP, has 10 years of professional planning experience in the public and private sectors where she specializes in land use planning and zoning with a focus on comprehensive planning, community visioning, land use controls and implementation techniques. Ms. Kaplan-Macey’s recent work includes a Master Plan for the City of Bridgeport, Connecticut; a Master Plan for Nassau County, New York; and an update of the City of Trenton, New Jersey's zoning code. Ms. Kaplan-Macey holds a Master's in Urban Planning from New York University's Wagner School of Public Service and a BA in Urban Studies from Brown University.

Sarah K. Yackel, AICP, is an urban planner with more than eleven years of experience in environmental and land use planning. Ms. Yackel has extensive expertise in the environmental impact review and assessment processes, including the management, preparation and review of environmental review documents at all levels of government, public consultation and scoping, and development of effective mitigation strategies. Ms. Yackel has managed a large variety of projects ranging in size and geography, from large-scale urban redevelopment projects to small scale projects in suburban/rural areas.

John West specializes in design and zoning reviews of major mixed-use developments. Previously he was Senior Vice President for design at CPC Resources, Director of Planning at Rockrose Development Corporation, and Deputy Director of the Manhattan Office at the New York City Department of City Planning.
