BFJ and Urbanomics updated Jersey City’s Urban Enterprise Zone (UEZ) Five Year Strategic Plan. The study included a revised UEZ boundary, zoning map and a fiscal impact analysis of the projects funded by the UEZ. BFJ and Urbanomics examined existing conditions, participated in meetings with stakeholders in each of the major commercial districts within the city and formulated a Strategic Economic Action Plan. The team also identified opportunities and challenges to economic development both in the UEZ and the City as a whole. Recommendations included establishing benchmarks that can be used to evaluate progress in implementing economic projects identified during the course of the study.
