The City of New Rochelle selected Forest City Residential as the developer for the Echo Bay property, a 26-acre site facing Long Island Sound that is within convenient walking distance of the city’s downtown. The City retained BFJ to analyze all State Environmental Quality Review (SEQR) documents for the proposed development and to assist in the environmental review process. This review focused on planning issues related to traffic access into the site, public access to the waterfront and the configurations of proposed public open spaces.
