Dartmouth College Transportation Plan Hanover, New Hampshire BFJ Planning was retained by Beyer Blinder Belle Architects to develop the transportation plan as part of the long-range Master Plan. The transportation plan’s focus was on managing the parking system to allow for the construction of new academic buildings on existing lots, and on making the overall transportation system more user-friendly and sustainable. BFJ investigated the feasibility of peripheral park-and-ride lots with shuttle services, as well as remote park-and-ride strategies. BFJ also undertook a detailed market analysis of the number of commuters in the various commuter sheds along the interstate freeway. Strategies were developed to increase the use of carpooling among faculty, staff and graduate students. Another major objective of the transportation plan was to improve the bicycle infrastructure and encourage greater use of bicycles. A key goal was to get Dartmouth College designated as a bicycle friendly university by the League of American Bicyclists, which was achieved in 2016. Following the submission of the Master Plan, BFJ continued work with Beyer Blinder Belle on the development of the parking and transportation elements for the West End Campus Plan. Jersey City Land Use Element Jersey City, New Jersey As part of a multi-consultant effort to update parts of the Jersey City Master Plan, BFJ was tasked with preparing a new Land Use Element. Since its 2000 Master Plan, the City has seen broad-based economic growth, with employment and income gains and significant development activity. This growth has also generated shifts in the demographic and socioeconomic characteristics of the City. The Land Use Element reflects these changes and identifies desired concepts for land use, development, and urban design for the next 20 years. The Element incorporates principles like neighborhood-scaled, contextual planning; smart growth; mobility for all users; preservation of valuable historic, scenic, and environmental assets; reinforcement of retail and commercial uses at a variety of scales; and support for a range of housing opportunities serving residents of varying ages and incomes. The Land Use Element examines urban design challenges that are unique to Jersey City some at the neighborhood level, but many that cross-cut across City geographies and that require a combination of design and regulatory strategies. The full Jersey City Master Plan, which also included a new open space and community facilities element, was adopted in 2022. Since adoption, the City has implemented a significant first phase of recommended zoning updates. BFJ subsequently worked with the Jersey City Economic Development Corporation to update the Urban Enterprise Zone (UEZ) Strategic Plan, leading a stakeholder engagement effort that involved special improvement districts, elected officials, and local business advocacy groups. Beacon Planning Beacon, New York BFJ Planning’s involvement in Beacon goes back to 2006, when it led an intensive visioning process, on behalf of the City, to better understand the community’s concerns and priorities as a foundation for preparation of the 2007 Comprehensive Plan. In 2008, the City again retained BFJ to develop a plan and set of strategies to improve linkages among the various travel generators and attractions on the waterfront, Main Street and the train station. In 2013, BFJ conducted a Market and Financial Feasibility Study of the Beacon Correctional Facility site. Most recently, BFJ completed two projects, including a Recreation Fee Study and an update to the City’s 2007 Comprehensive Plan. Beacon Visioning Program (2006) BFJ Planning assisted the City conduct outreach for its comprehensive plan process to understand where the community wanted to go with its future. The six week long project included four workshops, which were documented and summarized in a Visioning Report. The report included a vision statement with a concept map of the City which annotated current land use with ideas for: gateways; a renovated boulevard; pedestrian linkages between major cultural and retail locations, the Hudson River, and the train station; open space acquisitions, development areas; adaptive reuse of old mill buildings; new creek crossings; infill residential development; new zoning; and town parks. The draft vision was incorporated into Beacon’s Comprehensive Plan, which was adopted in 2007. Beacon Transportation Linkages Program (2008) BFJ Planning worked with the City to develop a plan and a set of strategies that would improve the linkages between the various travel generators and attractions on the City’s waterfront, the City’s Main Street, and the Beacon train station. The strategies include improvements to the transportation services and infrastructure connecting to the Beacon rail station, to the Dia:Beacon Museum, and the proposed new attractions on the waterfront. Schedule and operational improvements were proposed for the Beacon shuttle bus and the ferry operating between Beacon and Newburgh. In addition to the transportation linkages, BFJ recommended transit oriented developments to fill in the void and overcome the elevation differences between the station and Main Street. Beacon Correctional Facility Redevelopment Market and Financial Feasibility Study (2013) This study, conducted for Empire State Development (ESD) evaluated viable re-use and redevelopment potential for the Beacon Correctional Facility site, based on physical and market conditions and stakeholder input, to inform a property disposition strategy for New York State and to help the local community assess development opportunities and constraints. A key purpose of this study was to help the local community analyze potential development opportunities and obstacles. The study developed a number of alternatives, with three scenarios chosen for further study. For each scenario, a concept plan was developed and anticipated fiscal and employment impacts were assessed. In addition, each development concept incorporated use of a portion of the site for municipal (City of Beacon) use. City of Beacon Recreation Fee Study (2016) BFJ developed a recreational needs study which will serve as a guide for the expansion of and/or improvements to existing facilities, as well as for acquisition and/or disposition of parkland. The study involved on-site surveys of the City’s existing facilities and an analysis of census data, population forecasts and other City data to identify gaps in parkland services, facilities and locations. Recommendations addressed identified deficiencies, including areas where the acquisition of land or creation of new facilities would enhance existing recreational sites, create a network of recreational sites, or provide facilities to areas of the City currently underserved. The report provides a basis for recreational fees associated with new development. City of Beacon Comprehensive Plan Update (2017) The update to the 2007 Comprehensive Plan focused on preserving Beacon’s water¬front, leveraging its train station for TOD opportunities, and better linking the station area to its downtown core. The key approach was to maintain the park-like setting of the riverfront and target development into the City’s Linkage Zone, to connect the train station to Main Street, Beacon’s focus for commercial activity. Streetscape and architectural guidelines established a basic framework for new development at the station. The Plan identified zoning changes to ensure uses are complimentary and that development is appropriately scaled in a way that preserves Hudson River views and complements the City’s historic building pattern. It is anticipated that the recommended zoning changes will be adopted with the Plan in April 2017. Client City of Beacon Year 2006 - 2017

Aerial View From the West Image: S9Architecture View From Daylighting, Proposed Image: S9Architecture AMS Yonkers Downtown Redevelopment Project Yonkers, New York BFJ Planning, on behalf of the City of Yonkers, reviewed the AMS Yonkers Downtown Redevelopment Project, one of the largest single redevelopment efforts in Westchester County. A private Applicant sought to amend the City of Yonkers Zoning Code and Zoning Map to facilitate the development of three sites in downtown Yonkers known as the “Teutonia Hall Site”, the “Chicken Island Site”, and the “North Broadway Site”. In several phases over approximately ten years, the Applicant proposed to redevelop the project sites with approximately 3,556 residential rental units, approximately 97,000 square feet (sf) of retail use, approximately 38,000 sf of commercial office, and approximately 2,906 parking spaces. The project involved both a zoning text and map amendment as well as site plan approval. BFJ assisted the City in the review of the project as well as all New York State Environmental Quality Review Act (SEQR) documents, including the scoping document, draft and final environmental impact statement, and the Findings Statement. Arcadian Mall Re-Envisioning Report Ossining, NY BFJ Planning assisted Urstadt Biddle Properties Inc.(“UBP”) to explore redevelopment options for the Arcadian Mall in Ossining, NY, a shopping plaza that is suffering high vacancy rates and uncertain future. The report begins with an analysis of the current status of the property, including a description of the surrounding neighborhood context, existing land use and zoning regulations, and identifies the challenges and opportunities that the property is facing when considering redevelopment. The report describes and graphically illustrates options for redevelopment that include a residential component as well as significant streetscape, connectivity and public space upgrades. The overall vision is to create the conditions for a mixed-use, “village within a village” community. Our work also included developing a community outreach strategy and conducting a preliminary analysis of traffic and fiscal impacts. Client Urstadt Biddle Properties Inc. Year 2024

Featured Projects. Somers Realty Corporation Market Study and Approvals Somers, New York BFJ Planning was retained by a private developer, Somers Realty, to prepare a site plan for a mixed use development on an 80-acre site in Somers, New York. BFJ provided a range of real estate and planning services to the property owner, including a market study, an environmental assessment, a master plan for the site, a land valuation study and a fiscal impact analysis of the proposed development. BFJ represented the client before the Planning Board and Town Board throughout the approvals process. The proposed site plan called for a mix of residential, retail and office buildings centered on a village green and included an extensive open space network. An important component of this project was the creation of workforce housing on the site. The Town of Somers has not met its affordable housing obligation to Westchester County and the Somers Realty site is one of the few developable sites in the Town available for affordable housing. BFJ Planning worked with the Town on behalf of Somers Realty to develop a plan in which ten percent of all units will be affordable. These units will be integrated into the overall development and will not be distinguishable from market rate units on the site. In addition, BFJ worked with the Housing Action Council to create an additional 50 units of affordable senior housing on the site that had not originally been planned for in the initial site plan application. - Sarah Yackel
BFJ Team. Sarah Yackel AICP Principal Sarah Yackel is an urban planner with more than seventeen years of experience in environmental review, land use planning and zoning. Ms. Yackel has extensive expertise in the preparation of comprehensive plans, waterfront plans, and zoning regulations throughout the Metropolitan and Mid-Hudson regions. In addition, Ms. Yackel heads up BFJ’s environmental review practice group and has broad knowledge of the environmental impact review and assessment processes, including the management, preparation and review of environmental review documents at all levels of government, public consultation and scoping, and development of effective mitigation strategies. Ms. Yackel has managed a large variety of projects ranging in size and geography, from large-scale urban redevelopment projects to small scale projects in suburban/rural areas. Prior to joining BFJ, Ms. Yackel worked as a planner at the Municipal Art Society (MAS) of New York and at Environmental Science Associates, a San Francisco based environmental planning firm. Ms. Yackel served as the Chair of the New York Metro Chapter of the American Planning Association’s (APA) Awards Committee from 2010 to 2015, as Vice President for Committees from 2012-2014, and as Vice President for Professional Development from 2006-2008. Ms. Yackel was awarded the “Floyd Lapp Award” for distinguished service by the APA NY Metro Chapter in 2008. Ms. Yackel has also been a guest lecturer in environmental planning at New York University Robert F. Wagner Graduate School of Public Service and Baruch College.
